§ Sir P. SASSOONThe programme for the expansion of the Royal Air Force is still in course of elaboration. I may say, however, that one or perhaps two flying-boat squadrons will be formed, and that the possibility of increasing the existing number of squadrons recruited on a territorial basis will receive careful consideration.
