I beg to move, in page 3, line 17, after "Britain," to insert: and on payment of such fee as may be prescribed. This is a privilege Amendment, and I do not think it is necessary to delay the Committee by any explanatory statement.

Ought not this Amendment to be on the Order Paper in the same way as a similar Amendment by the Government dealing with expenses and application of fees and fines?

That Amendment, as the hon. and learned Member says, is similar to, but it is not identical with, the present Amendment. The Minister of Agriculture is now moving into the Clause exactly the words which are underlined in the Bill: in the case of the new Clause he proposes to move, the words are not quite the same as the underlined Clause in the Bill.

Further Amendment made: In page 3, line 22, at the end, insert: (2) The fee prescribed in respect of the grant of a licence under this section shall not exceed—

  1. (a) two hundred pounds in the case of a licence authorising the use of a ship or factory for treating whales; or
  2. (b) one hundred pounds in the case of a licence authorising the use of a ship for taking whales."—(Mr. Elliot.)
