asked the Secretary of State for India whether he will consider the possibility of instituting a through-ticket system for cotton piece-goods imported into Aden so that a quota can be given to that proportion of the imports intended for domestic consumption without interference with the entrepot trade?

The Government of India will be asked to consider this suggestion.

As my hon. Friend is aware, the trade of Hong Kong presents exceptional difficulties and the retained imports are relatively small; but I will ask the Governor for his considered opinion on this suggestion.
