I beg to move, in page 3, line 42, at the end, to insert: (2) Any decision refusing relief as aforesaid shall be accompanied by a statement informing the applicant of the provisions of this section and of his right to, and the manner in which he may, appeal against such decision. I understand that the Amendment is to be accepted.

Mr. SKELTON

I propose to accept the Amendment. It makes still more complete the provisions as to the rights of applicants who have been refused relief and I am obliged to the hon. Gentleman for having moved it.
