asked the Secretary of State for the Colonies if he has any further information regarding the position of British cotton textile imports into Ceylon; what representations have been made to the Ceylon Government; and what steps he proposes to take to secure for British traders fair conditions of entry into our Colonial markets?

I am replying on behalf of my right hon. Friend. There has been no further development in the position. The Ceylon State Council are fully aware of the views of His Majesty's Government in the matter and no suitable opportunity will be lost of impressing upon them the importance attached to the matter. I am afraid that the last part of the quesion raises issues too wide to be dealt with in the course of a reply to a question.

Has not the time come when we should reconsider the constitutional position of Ceylon?

Mr. MacDONALD

That is another matter altogether, which I think it is not proper to discuss in answer to a question.
