Duchess of ATHOLLIs it not over two months since I asked what rules were in existence fettering the freedom of the judges of the High Courts to appoint the best judges to the inferior courts; cannot a letter get to India in eight days by air mail; and is not the subject of importance in view of the sitting of the Joint Select Committee?
