§ Sir H. BETTERTONIt is presumed that the hon. Member intended to refer to transitional payments and not to outdoor relief, the administration of which remains with the Rotherham County Borough Council. A report by the commissioner who was appointed to act in the stead of the council in the discharge of their duties with respect to transitional payments will be published in due course, but I am not in a position to state the precise date.
