I am informed that the Commission of Inquiry was composed of two independent auditors and two officials of the State of Rio de Janeiro. Two separate reports have been presented to the Secretary of Public Works of the Government of that State. I understand that the position at present is that the matter is in the hands of the Consultative Council, a body which may be regarded as being an advisory committee to the Interventor.
