asked the President of the Board of Trade whether he is satisfied that the commercial agreement with Russia is operating satisfactorily; and whether British manufacturers are now receiving fair treatment in their tenders for Russian contracts?

Lieut.-Colonel COLVILLE

I have no reason to doubt that the ratio of payments called for in the agreement will be realised. With regard to the second part of the question, I have not received any complaints that our maufacturers are not receiving fair treatment in their tenders.
