CUNLIFFE-LISTERNo, I should very much doubt that because the report has to go out to every Colony, and in some cases that will take a very long time, and the report raises a number of extremely difficult and intricate points which are possibly susceptible of different constructions in different Colonies. It is a tremendously important document, as I am sure my hon. Friend will agree.
