asked the Under-Secretary of State for Air whether he expects to be in a position to announce the new plans of the Government for the further development of Empire air routes before the House rises for the Christmas adjournment; and whether these proposals will involve legislation?

I still hope that it may be possible to make an announcement before the House rises for the Christmas adjournment, but, as my hon. and gallant Friend will recog- nise, the matter is one which concerns other Governments as well as His Majesty's Government in the United Kingdom, and I cannot therefore yet say definitely. So far as can be judged at present, legislation will not be involved.
