§ The UNDER-SECRETARY of STATE-for AIR (Sir Philip Sassoon)I still hope that it may be possible to make an announcement before the House rises for the Christmas adjournment, but, as my hon. and gallant Friend will recog- 1570 nise, the matter is one which concerns other Governments as well as His Majesty's Government in the United Kingdom, and I cannot therefore yet say definitely. So far as can be judged at present, legislation will not be involved.
