4. "That, as from the eighteenth day of April, nineteen hundred and thirty-four, any duty of Customs chargeable on patent leather not forming part of another article and on goods composed wholly of patent leather shall, instead of being charged under Part I of the Import Duties Act, 1932, be charged under Section one of the Ottawa Agreements Act, 1932, and shall be a duty equal to fifteen per cent. of the value of the goods;

And it is hereby declared that it is expedient in the public interest that this Resolution shall have statutory effect under the provisions of the Provisional Collection of Taxes Act, 1913."
