asked the Secretary of State for Foreign Affairs if he will give particulars of the arrangement concluded by the United States of America with the secretariat of the League of Nations for the registration of treaties and other international agreements to which the United States of America becomes a party; and what treaties have already been registered by the United States under this arrangement?

Sir J. SIMON

The State Department of the United States announced on the 29th January last that it was proposed to take advantage of the privilege of voluntary registration accorded, in a memorandum approved by the Council of the League on the 19th May, 1920, to countries which are not members of the League of Nations. Up to the end of February no treaties had been registered by the United States. The list of treaties registered with the League of Nations for the month of March has not yet been received.

Will the United States be able to make a voluntary subscription to the League of Nations funds?

That is a privilege of members.

Mr. MANDER

Is it not a fact that the United States have paid their full and proper subscriptions to the expenses of the Disarmament and other Conferences?
