Litvinoff that gas will be employed in a future war, and of the growing organisation of defensive measures in many countries for the protection of the civil population against gas, he will take steps, in view of the negligible cost and non-provocative nature of such measures, to safeguard the public against the aerial use of gas by the dissemination of information, the training of personnel, the provision of gas services, and the speeding up generally of the organisation of civilian anti-gas measures?
