Is not the right hon. Gentleman aware that there is widespread public dissatisfaction with the way in which this high official has been protected? What would be the punishment meted out to a superintendent who did this thing?

This was debated in the House, and I answered the question very fully. The whole matter has been considered, and I have nothing to add.

If a high official breaks the law, is it sufficient for him to express regret?
