Sir NICHOLAS GRATTAN-DOYLEasked the Chancellor of the Exchequer if he will ascertain what steps the city of Montreal has recently taken to obtain a loan in London; and will he, for the protection of the public in the event of a loan being obtained privately, take steps to secure that the relative securities shall not be issued in negotiable form for resale here to investors until the Canadian Dominion authorities have reported that the city of Montreal has balanced its budget?
