asked the Minister of Transport whether he has considered the advisability of making better use of the footpaths on each side of by-pass roads by allowing pedal cyclists to use one of the footpaths?

I doubt the advisability, save in very exceptional circumstances, of permitting the use of footways by cyclists, but I am prepared to consider any proposal submitted to me by the appropriate highway authority for the provision of separate tracks for pedal cyclists.

Is it not a fact that this scheme has been adopted with success by many foreign countries, including Germany, Denmark, Sweden and Holland?

I must admit that I still have the insular prejudice that a footpath is for foot passengers.
