asked the Minister of Agriculture if he is aware that royalty owners in the Don Valley area are holding up drainage schemes and will he take steps to amend the law so that further opposition may be removed?

I'could not agree with the suggestion made in the first part of my hon. Friend's question, but I understand that resolutions were passed at a meeting of the Catchment Board on 22nd November last, which would appear to indicate that very considerable progress has been made in the solution of the difficulties which have arisen in this area.

Has not the submission of schemes to the royalty owners tended to delay the commencement of any remedial work?

Mr. ELLIOT

My hon. Friend will be aware that the question of mineral rights is a very difficult one in all these cases. I only say that I think that these questions are in process of solution.
