YOUNGThe London County Council have notified me that they have passed a resolution under Section 6 of the Act in respect of an area within the Metropolitan boroughs of Finsbury, Holborn and St. Pancras. They have not yes, however, submitted the resolution, with particulars of the area, to me for approval.

§ Major NATHANBut does not the right hon. Gentleman think that a full and comprehensive planning scheme for London is a necessary condition precedent to any adequate programme of housing?
