asked the Secretary of State for Foreign Affairs whether a final agreement has yet been come to with Portugal on the question of flag discrimination?

I am happy to be able to inform my hon. Friend that a satisfactory agreement was concluded on the 14th October with the Portuguese Government, who have undertaken to abolish all forms of flag discrimination in Portugal and the adjacent islands (Madeira, Porto Santo and the Azores) by the 1st July, 1934, and in the Portuguese possessions overseas by the 1st July, 1936. The text of the agreement is to-day being laid before Parliament.
