asked the Secretary of State for Foreign Affairs whether the Government of Manchukuo on its formation undertook to pay the quota due from Manchuria for the service of foreign loans secured on the Chinese Customs; and when the last payment was made?

As stated in the reply to the hon. and gallant Member for the Isle of Wight (Captain P. Macdonald) on 24th October last, the Manchurian authorities declared their intention of paying to the Chinese authorities a quota towards the service of foreign loans secured on the Chinese Customs revenues. Remittances were, I understand, made in July and September last out of th revenues which had accumulated up to the time of the seizure of the Customs in Manchuria, but I have no information of subsequent payments.

Will the right hon. Gentleman do his best to get the matter pressed, in view of the fact that the exports and imports of Manchuria represented something over a quarter of China's trade?

Those are certainly very important facts, but the hon. Member will have in mind, of course, that the Chinese Government remain responsible for the service of the loan.
