Mr. CHAMBERLAINThe question of the Russian Debt to His Majesty's Government is one of the outstanding matters which will have to be discussed with the Soviet Government when a suitable opportunity presents itself. I do not, however, think that the proposal of the Soviet Government to raise an internal loan is necessarily relevant to the question of their foreign indebtedness.
