asked the Minister of Labour the number of applicants for transitional payment under the means test in the city of Birmingham for the three months ended 31st March last; the number granted full payment; the number granted partial payment; the number refused benefit and how these figures compare with the quarter ended 31st December, 1932?

As the reply includes a table of figures I will, if I may, circulate a statement in the OFFICIAL REPORT.

Following is the statement:

As was stated in the reply of the 11th May, 1932, to the hon. Member for Stratford (Mr. Groves), administrative and financial considerations convInced previous Governments that a scheme on the lines referred to by the hon. Member was impracticable. My right hon. Friend regrets that further consideration given to the question has not led to any different conclusion.

Does not the hon. Gentleman think it would be impracticable to have 600,000 juvenile unemployed in 1937, for that is what will happen if we go on as we are doing at present?
