Nothing in this Act shall affect any enactment empowering any person, not being a duly certificated solicitor, to conduct, defend, or otherwise act in relation to any legal proceedings.—[The Lord Advocate.]

I beg to move, "That the Clause be read a Second time."

The purpose of the Clause is to preserve certain existing statutory rights of action, and its object will be made plain to the House if I give an illustration. The Customs authorities have certain rights of action which they exercise through Customs' officials without employing solicitors. There are also certain rights vested by Statute in factory inspectors including rights of appearance in court. The purpose of the Clause is to preserve the existing law as defined by Statute in these respects.
