Sir H. YOUNGThe duty of making appointments to these posts devolves in the first instance upon the county or county borough council concerned. I believe that it is ordinarily the practice of councils to invite applications by advertisement.
§ Major LEIGHTONCan the right hon. Gentleman say whether it has been the usual custom since the War to enable ex-service men to be given these appointments?
Sir H. YOUNGI certainly cannot say that there has been any general rule to that effect, but I have no doubt that such qualifications will always be considered.
