asked the Secretary of State for the Home Department (1) whether the rules governing the treatment of prisoners in the second division are exhibited in the cells of second division prisoners in Wormwood Scrubs Prison and any other prisons receiving second division prisoners; and, if not, whether he will take steps to ensure that this is done;

(2) what provision is made at Wormwood Scrubs Prison for the separation of second division prisoners from prisoners sentenced to hard labour or simple imprisonment and not in the second division?

The second division is intended to provide for the separation of prisoners of previously good character from those of depraved or criminal habits. No prisoners of the latter class are sent to Wormwood Scrubs, which is specially set apart for men of previously good character. Separation of second division prisoners from others who have not been placed in that division by the court is therefore unnecessary at that prison, and the treatment of all prisoners there is more favourable than it is possible to provide for second division prisoners elsewhere. The usual cell card of rules relating to the second division is therefore superfluous at Wormwood Scrubs and has been replaced by a special card based on the system in force at that prison.
