asked the Minister of Labour if, in view of the successful efforts of the town council of Guildford in providing work for wages schemes, with a consequent saving to the Exchequer, he will state the difficulties which prevent the use of transitional payments to assist such schemes; and if his Department is considering how they can be overcome?

I would refer my hon. and gallant Friend to the reply which I gave on 13th March to the hon. Member for Deritend (Mr. Crooke) with regard to the proposals, of which a number have been suggested to me, for using unemployment pay as a subsidy to wages.

May I ask the right hon. Gentleman if this question is actually under earnest consideration?
