8. Mr. T. WILLIAMS

asked the Secretary of State for Foreign Affairs whether the efforts of His Majesty's Government have been directed to securing an agreement between the principal arms-exporting Powers to place an embargo only upon arms exported to the State declared by the League of Nations to be the aggressor in the conflict in the Far East or whether their policy was to try and secure an embargo on arms exported to both combatants?

Mr. BALDWIN

The efforts of His Majesty's Government have not been specifically directed to either one object or the other but to securing consideration of the matter with a view to the formulation of a policy acceptable to the world at large.

Mr. WILLIAMS

Does the right hon. Gentleman not feel that the suggestion in the question might be much more successful, in view of the decision recently taken by the Government?

Mr. BALDWIN

If the hon. Member had had to act in this matter I think he would realise the extreme difficulty of getting any agreement, whatever the case presented, in view of the position of other countries.
