§ Sir K. WOODI regret that, owing to the decline in Foreign Telegraph business, there is some redundancy of staff and, as a consequence, stagnation of promotion in the cable room. Such steps as are practicable are taken to relieve the situation by transfers to other offices, but it will be appreciated that the available opportunities are extremely limited.
