§ Mr. RUNCIMANUnder a Swiss Decree and Order of 23rd February, the importation from any country of the tissues referred to is made subject to special authorisation, and the competent department has power under the decree to fix quotas for each country. The position will be carefully watched and appropriate steps will be taken should any question of discrimination against this country arise.
