§ Mr. SHAKESPEAREConsideration has been given from time to time to a scheme of the kind suggested by the hon. Member, but the conclusion has been that the financial and administrative difficulties in replacing the existing schemes by such a scheme as the hon. Member has in mind are so serious as to outweigh any possible advantages. My right hon. Friend does not think that a further review of the subject would be likely to lead to any different conclusion.
