§ Mr. EDENThe answer to the first part of this question is in the affirmative; the signatories of the Nine-Power Treaty were: The United States of America, Belgium, the British Empire (separate signatures being affixed for Canada, the Commonwealth of Australia, New Zealand, the Union of South Africa, and India), China, France, Italy, Japan, the Netherlands and Portugal.
