40. Mr. MORGAN JONES

asked the Secretary of State for the Colonies whether the Morris Carter Commission was consulted before the decision was taken that Area 5 in the Kavirondo district should be thrown open for general prospecting; and, if so, with what result?

The Morris Carter Commission were given the opportunity of expressing their views in regard to any new area (including No. 5) which might be thrown open for prospecting before their report was issued. They have considered it unnecessary to do so, as they do not anticipate that any question of mining leases in such new areas,, involving the exclusion of land from the Reserves, will arise before their report is received.

41. Mr. MORGAN JONES

asked the Secretary of State for the Colonies whether, in view of the fact that Chief Yusufu Nulawa has been and is the only native member of the local Advisory Land Board in North Kavirondo and is a salaried subordinate official of the Government, steps will be taken to increase the number of African representatives on this and other similar boards by the nomination of Africans not in receipt of Government pay?

Under the Native Lands Trust Ordinance African membership of a land board is statutorily limited to one, except in special circumstances. The African member of the North Kavirondo Local Board was selected by the Local Native Council for appointment to the board. I see no reason to take any action on the matter.
