asked the Secretary of State for Scotland if he can state the grounds on which he acts in granting or withholding his approval of the appointment of Sir A. Huddleston as director of the Technical College, Glasgow?

In accordance with the terms of the Central Institutions (Scotland) Grant Regulations, my right hon. Friend has to consider whether the qualifications of the person whose name the Governors of the Royal Technical College have submitted to the Department for their approval are such as are appropriate to the duties of the office of director of the College.
