asked the Secretary of State for Scotland whether he will consider issuing a circular to local authorities in Scotland with regard to the issue of by-laws under the Children and Young Persons (Scotland) Act with reference to the employment of children on farms?
§ The UNDER-SECRETARY of STATE for SCOTLAND (Mr. Skelton)
On 23rd December, 1932, the Scottish Education Department issued circular No. 89, which dealt fully with the provisions of the Act so far as they relate to the employment of children, including the question of employment in light agricultural and horticultural work. My right hon. Friend does not think it necessary to issue any further circular. But I may add that nearly every education authority has been in consultation with the Department as to the form and substance of their proposed by-laws; and the Department have given and will continue TO give all information and assistance that is within their competence in this matter. I am sending a copy of the circular to my hon. and gallant Friend.
