Lieut.-Colonel HEADLAM: I beg to move, in page 21, line 37, to leave out from the word "for," to the end of the Clause, and to insert instead thereof the words: enabling a person carrying on the business of the holder of a licence to continue for the time being to use the authorised vehicles in the event of the death, incapacity, bankruptcy, or liquidation of the holder, or of the appointment of a receiver or manager in relation to the business. This is a Government Amendment intended to make the meaning which we had in view more clear. The wording of the Clause, as it is proposed to be amended, will enable regulations to be made covering the whole period between the time that the licence holder ceases to be responsible and the application for a new licence by the person prepared to carry on the business.
