Mr. STANLEY

I beg to move, in page 17, line 10, at the end, to insert the words: but the Tribunal may remit the whole or part of any fee if the applicant satisfies the Tribunal that by reason of his poverty it is proper so to do. This Amendment is put down in consequence of an appeal which my hon. Friend the Member for Thirsk and Malton (Mr. Turton) made in Committee, that some provision should be made for cases in which it was a poor man who was applying to the Appeal Tribunal. The tribunal will have power to charge fees, and this Amendment will give them the power to remit the whole or part of those fees in case of poverty of the applicant.
