asked the Secretary of State for Dominion Affairs whether his attention has been drawn to the resolution passed by the elected members of the Legislative Council of the Northern Rhodesian Protectorate stating, in the name of the people of the country, their opposition to any Africanisation of the services; what proportion of the total population is represented by these settler representatives; and whether His Majesty's Government will have regard to the numerical importance of the various sections of the population when considering their representations?

I have been asked to reply to this question. The reply to the first part of the question is in the negative. The European population of Northern Rhodesia at the 1931 Census was returned at 13,848, out of a total estimated population of 1,345,678. His Majesty's Government will have due regard to the interests of all sections of the community when considering questions concerning the administration of the Territory and the well-being of its inhabitants.
