asked the Home Secretary if he is aware of the serious danger caused to motorists by lorries using ineffective rear lamps; and if he is prepared to authorise the police in the Metropolitan area to prohibit any lorry from proceeding on its journey that does not carry a rear light which illuminates the back number-plate, the figures being visible?

The Road Vehicles (Registration and Licensing) Amendment Regulations, 1930, made by the Minister of Transport require that during the hours of darkness a lamp shall be kept burning so as to illuminate and render easily distinguishable every letter and figure of the identification mark exhibited on the back of the vehicle, and if any person contravenes or fails to comply with this regulation, he is liable, on summary conviction, to a penalty not exceeding £20. My right hon. Friend has no power to authorise the police to take action as suggested in the question.
