asked the Minister of Health whether, in view of the annual increase of 1,900 in the mental hospital population and the resulting strain on accommodation, he will request the Board of Control, in compliance with the recommendation of the Royal Commission, to compile and circulate a pamphlet setting forth the rights of the public in matters of which they are now ignorant, notably the right to apply under Section 79 to the visiting Committee for the discharge of patients to the care of friends?

I am not satisfied that it is necessary to prepare the pamphlet suggested. The situation as regards Section 79 has already been met by the existing Rule which requires the managers of every institution, on the admission of every rate-aided person, to send a notice embodying the substance of that Section to all persons who are named as relatives or friends of the patient in the statement of particulars accompanying the reception order.
