§ The MINISTER of HEALTH (Sir Hilton Young)No, Sir. All the information available goes to show that it is not now the normal rule to lock cubicles at night. It would, however, be impracticable, and in my opinion undesirable, to make a rule that in no circumstances should cubicles be kept locked.
