asked the Minister of Health whether he is aware that thousands of casuals are locked up each night in solitary cells from 6 p.m. to 6 a.m.; and whether he will make an order that the doors of sleeping cells shall be left unlocked?

No, Sir. All the information available goes to show that it is not now the normal rule to lock cubicles at night. It would, however, be impracticable, and in my opinion undesirable, to make a rule that in no circumstances should cubicles be kept locked.
