(for Sir PERCY HURD) asked the President of the Board of Trade whether, in any negotiations for a trade treaty with Soviet Russia, he will keep closely in touch with the Canadian Government and take action with them under Article 21 of the Anglo-Canadian trade agreement to prevent the competition in Great Britain of any foreign goods which, being sold below market price, would jeopardise the policy of Empire preference?

I can assure my hon. Friend that in any trade negotiations with the Soviet Government, Article 21 of the Anglo-Canadian Agreement concluded at Ottawa will not be overlooked.
