§ Mr. LOGANWould it not be possible to take similar action to that which resulted in the release of the Russian prisoners?
Mr. THOMASIt has always been possible. If I drew any conclusion, it would be that the Government decided that the release of those prisoners was essential and they took steps to secure it and succeeded. They also believe the debt ought to be paid, and they have taken steps to secure that.
Mr. THONEWhy does not the right hon. Gentleman take the same steps that he used when negotiating with the railway companies?
