asked the Secretary of State for India which of the provincial legislative councils in India have come to a decision with reference to the desirability or otherwise of a second chamber as part of their constitutional machinery; and what is the nature of the decision in each case?

Resolutions in favour of a provincial upper chamber have been passed by the legislatures in the United Provinces and Bihar and Orissa; resolu tions against by the legislatures in Madras, Bengal, Punjab, Central Provinces, Assam and North-West Frontier Province.
