Brigadier-General BROWNIs it not the case that local authorities have suggested this procedure in order to lighten their expenditure? Will the right hon. Gentleman look into the matter?
Sir H. YOUNGI have received representations on the subject, and, if the hon. and gallant Member will consult the answer to which I have referred, he will find that the grounds for the present action are really the interests of the individual ratepayer.
