- Mr. B. J. Marson.
- Mr. Humphry M. Morgans.
- Professor J. A. S. Ritson.
- Mr. Robert Shirkie.
The terms of reference are:To inquire into the precautions against overwinding which are or could be taken when persons are raised or lowered in mine shafts; and to make recommendations.
