asked the Secretary of State for Foreign Affairs if he can now make a statement as to whether the agreement relating to the Shanghai Special District Court has been extended by an exchange of Notes between the Chinese Foreign Ministers and the representatives of the six Powers concerned; and, if so, for how long?

An exchange of Notes took place at Nanking on the 8th February providing for a renewal of the agreement. In a subsequent Note the Chinese Government have given assurances that they have under contemplation measures for checking undue delay in civil proceedings with special reference to matters of appeal and execution of judgment. The agreement is to be extended for a period of three years from the 1st April, 1933, and will continue in force until denounced by either party, of which denunciation six months' prior notice must be given. I may add that His Majesty's Government will continue so far as may be necessary to bring to the notice of the Chinese Government any defects that may show themselves in the administration of justice in Shanghai with a view to remedies being found for them.
