Mr. HUTCHISONasked the Financial Secretary to the Treasury whether he will consider the desirability of issuing upon request certificates to British travellers leaving this country in respect of goods contained in their personal luggage, in order to ensure that goods contained in such luggage shall not be subjected to duty on the travellers' return to Great Britain?

Friend's suggestion has been very fully considered, but I am afraid that the introduction of any such general arrangement as that contemplated in the question would not be practicable. In any event, I am satisfied that it is unnecessary under existing conditions.
