asked the Secretary of State for the Colonies under what ordinance Transjordanians are allowed to enter Palestine without control; and what directions the High Commissioner has given as to the admission of such immigrants without passports, in view of the provisions of the Immigration Ordinance, No. 38, of 1933, Section 5 (1) (h)?

The answer to the first part of the question is Section 4 (2) of the Palestine Immigration Ordinance, 1933, which provides that persons habitually resident in Transjordan may, unless the High Commissioner shall otherwise direct, enter Palestine direct from Transjordan although they are not in possession of passports or other similar documents. As regards the second part of the question, I am advised that the general provision of Section 5 (1) (h) must be read as excluding from its operation the cases which have been provided for by the special provision of Section 4 (2).
