§ Sir J. GILMOURThe case to which the hon. Baronet refers had not come to my notice. I could not suggest to magistrates that in dealing with such cases they should refrain from exercising any discretion, and that disqualification for life, or indeed for any other period, should be ordered without regard to the circumstances.
